Both. Most projects are a custom Shopify theme or a redesign of an existing one, so design and build happen together, by the same person. If you already have designs from a designer, I'll build them faithfully as a proper Online Store 2.0 theme your team can edit.

It depends on scope, so every project is quoted fixed-price in writing before it starts. The theme development and Shopify Plus pages show indicative starting prices, and a short call is usually enough to give you a firm number.
